Most fixed-line broadband services in Pakistan are underperforming, according to Pakistan Telecommunication Authority (PTA)’s latest Quality of Service survey for Q2 2025. The authority assessed 45 operators across 22 cities and reported broad non-compliance with critical performance indicators. A major issue was bandwidth utilization. Many providers exceeded the 80% threshold, indicating peak-hour congestion and degraded speeds.

Availability benchmarks were also missed. While core nodes are expected to have 99.9% uptime, providers like Air Communications, Hajweri Network, Khan Telecom, Classic Broadband, Ultra Link, National Telecommunication Corporation, Pakistan Software Export Board (PSEB), LEONET, FiberLink, and Jawad Net failed to meet targets. For access nodes, which require 99% uptime, additional non-compliant names included Multinet Pakistan (Private) Limited, Pakistan Telecommunication Company Limited, and Nasttec.

Real-time performance also suffered due to jitter above the 15 msec standard. Operators such as Global Experts Technologies, SB Communications Ltd, TuluESubha, and One Click showed poor results. Latency issues hit both local and international benchmarks, with 5G Wifi Communication and WAYLINK also missing round-trip time standards.

The PTA has formally notified all underperforming ISPs. The authority shared detailed diagnostics and directed them to improve traffic handling, bandwidth allocation, and infrastructure to ensure more reliable fixed-line broadband across Pakistan.
