The Federal Board of Revenue (FBR) has mandated the installation of point-of-sale (POS) systems across more than 14 sectors as part of a nationwide push to digitally monitor business activities and improve tax compliance.
According to an official notification, hotels, restaurants, guest houses, marriage halls, marquees and race clubs are required to integrate with the POS system, although non-air-conditioned facilities will be exempt. Major city gymkhanas and clubs in Lahore, Karachi and Islamabad have also been directed to comply.
Healthcare services including dentists, physiotherapists, plastic and hair transplant surgeons, veterinary doctors, laboratories and diagnostic centres, are now covered under the new regime. Beauty parlours, massage centres and private hospitals must also install POS systems, though hospitals charging consultation fees below Rs500 are exempt.
Health clubs, gyms, swimming pools, polo clubs and professional services such as chartered and cost management accountants are also included. Retailers, manufacturers and importers must ensure full online integration with the tax authority’s system.
Foreign exchange dealers, currency exchange companies, private educational institutions and vocational training centres are subject to the requirement, with institutions charging monthly fees up to Rs1,000 exempted.
The move marks a significant expansion of digital tax enforcement aimed at improving transparency and broadening the tax base.
