Pakistan Telecommunication Authority (PTA) has launched its draft framework for issuing licenses for Fixed Satellite Services (FSS), with a view to tightening regulation but keeping national security the top priority. Following stakeholder consultation, the PTA has agreed on main requirements to be met by licensees, with the most important being the setting up of a gateway earth station in 18 months, its control to be kept strictly within Pakistan.
The structure puts significant emphasis on content regulation, with PTA empowered to block websites, suspend services in case of emergencies, and inspect at any time. Licensees are required to provide law enforcement access immediately when needed, maintain privacy of user data, and prohibit unauthorized internet or call services.
On the financial front, the licence would be for 15 years for a one-time charge of USD 500,000, along with recurring fees of 0.5% of gross revenue, 1.5% Universal Service Fund contribution, and 0.5% spectrum fee. Non-compliance in payments, security, or operations may result in suspension or cancellation.
By strengthening controls while facilitating industry alignment, PTA’s new FSS licensing policy aims to strike a balance between technological development and safeguarding Pakistan’s digital sovereignty.
