

HEC has introduced a fully online and paperless degree attestation system, allowing students to complete the process digitally without visiting offices.

The Higher Education Commission (HEC) of Pakistan has launched a fully online and paperless degree attestation system aimed at simplifying the verification process for students and graduates nationwide.
The new system, which became effective from May 11, allows applicants to complete the entire attestation process digitally through the HEC e-Services Portal without visiting HEC offices or submitting original documents in hard copy.
Announcing the initiative on X, HEC Chairman Dr Niaz Ahmed Akhtar said the revamped Degree Attestation System (DAS) was designed to provide a more accessible and efficient experience for applicants across the country.
“Applications for online attestation can now be submitted 24/7 through the HEC e-Services Portal,” he said.
Under the updated mechanism, applicants are required to create an online account, enter personal and academic details, and upload transcripts for scrutiny and verification by their respective universities. Payments can also be completed digitally through 1-link services.
After the verification process is completed, HEC will issue an electronic attestation certificate that can be downloaded from the applicant’s online dashboard and verified digitally through the commission’s website.
According to HEC, the system replaces the traditional process in which applicants either mailed original documents or visited HEC offices for manual attestation. Officials said the shift to e-certificates is expected to significantly reduce both processing time and costs for applicants.
The commission stated that previously issued attestations will remain valid and continue to be verifiable online. However, applicants who had already applied and paid fees under the old system will continue to be processed through the previous method until June 30, 2026.
HEC also clarified that documents containing overwriting, alterations, or erasures would not be attested and advised applicants to obtain corrected documents from their institutions before applying.
In addition, candidates holding foreign or non-conventional educational qualifications at the secondary or higher secondary level have been instructed to secure equivalence certificates from the Inter Board Committee of Chairmen before applying.
The online transformation follows HEC’s earlier announcement regarding the integration of blockchain technology into the attestation framework. The initiative also comes after parliamentary directives urging the commission to reduce delays in the attestation process.
Officials described the digital shift as part of broader efforts to modernize public services and improve accessibility for students and graduates across Pakistan.
