
Britain’s media regulator has opened a formal investigation into Elon Musk’s X over concerns that its Grok AI chatbot may have been used to generate illegal deepfake content.

UK regulator Ofcom has launched an investigation to assess whether X complied with its legal duty to prevent users in Britain from encountering illegal content generated through artificial intelligence. The inquiry follows reports that Grok was used to create sexually explicit deepfake images, including material involving women and children.
Ofcom said it is examining whether X adequately assessed the risk of such content appearing on its platform and whether sufficient safeguards were in place to protect children. Creating or sharing non consensual intimate images or child sexual abuse material, including AI generated content, is illegal under British law, and platforms are required to prevent access and remove such material once identified.
Prime Minister Keir Starmer criticised the images generated by Grok, calling them “disgusting” and unlawful. X has said it takes action against illegal content by removing it, suspending accounts and cooperating with authorities. The company added that users who prompt Grok to generate illegal material face the same consequences as those who upload such content.
Ofcom said that in serious cases of non compliance, it has the power to seek court orders that could restrict financial services to a platform or require internet providers to block access within Britain.
