
Pakistan and Türkiye have signed a Memorandum of Understanding (MoU) to strengthen bilateral cooperation in family welfare, social services, social security, women’s rights, and child protection through joint initiatives and institutional collaboration.

According to Business Recorder and the Associated Press of Pakistan (APP), the agreement was signed during a meeting in Islamabad between Türkiye’s Minister for Family and Social Services, Mahinur Özdemir Göktaş, and Federal Minister for Law and Justice and Human Rights, Azam Nazeer Tarar.
During the meeting, both sides reaffirmed their commitment to expanding collaboration in family welfare, women’s empowerment, social protection, and institutional cooperation through the exchange of expertise and the implementation of joint initiatives.
The two ministers also held detailed discussions on women’s rights, strengthening the family system, and promoting social security, while agreeing to enhance cooperation in safeguarding family institutions and advancing policies that protect women and children.
According to the reports, Pakistan and Türkiye also agreed to strengthen cooperation in the digital sphere, with a focus on developing joint policy initiatives and sharing best practices to improve social service delivery.
The MoU is intended to facilitate closer institutional coordination and promote collaborative programmes that support vulnerable communities while strengthening social protection frameworks in both countries.
Separately, Minister Azam Nazeer Tarar met Jalila Allahverdiyeva, Head of the Administrative Division of the OIC Labour Centre in Azerbaijan, where discussions focused on women’s empowerment and the role of Islamic principles in protecting women’s rights.
During the meeting, Tarar stated, “Islam grants women dignity, equality, and fundamental rights,” adding that “it is the collective responsibility of the Muslim Ummah to protect and promote these rights.”
He further highlighted Pakistan’s ongoing efforts to advance women’s development, noting that “Pakistan is actively pursuing priority measures for women’s empowerment and development.”
The minister also pointed to the growing participation of women in politics, Parliament, the judiciary, education, business, and other sectors, describing their contribution as an important part of the country’s social and economic progress.
The latest agreement reflects the continued expansion of Pakistan-Türkiye cooperation beyond trade and defence into broader areas of social development, family welfare, and human rights through institutional partnerships and knowledge sharing.
