Pakistan’s push to establish itself as a stronger force in the global technology landscape has received a fresh spotlight, with Federal IT Minister Shaza Fatima Khawaja winning the 2026 Merit Leader Award in the “Woman in ICT – Global” category at the Telecom Review Leaders’ Summit in Dubai.
The award places Pakistan’s ongoing digital transformation efforts in an international conversation, recognising the leadership behind initiatives aimed at expanding the country’s technology sector, improving connectivity, and opening up new digital opportunities. Khawaja had previously gained international visibility through her inclusion in GovInsider’s Women in GovTech 2025 report.
Beyond the recognition, Pakistan’s recent digital indicators point to a sector undergoing significant change. IT exports reached an unprecedented $4.6 billion in FY2025–26, highlighting the growing economic importance of technology services and Pakistan’s potential to serve international markets.
The country has also made progress in digital development rankings, advancing 27 places in the International Telecommunication Union’s ICT Development Index 2026. At the infrastructure level, nationwide download speeds have risen by 68.1% over the past two years, while spectrum allocation and the planned expansion of 5G connectivity are expected to support the next phase of digital growth.
However, the transformation extends beyond faster internet and rising export figures. Improving access to technology remains essential to ensuring that its benefits reach a wider segment of the population. Pakistan’s mobile internet gender gap fell from 25% in 2024 to 8% in 2025, reflecting progress in addressing barriers that have historically limited women’s digital participation.
The country has also demonstrated progress in developing digital solutions. Pakistani initiatives secured three awards at the Commonwealth Telecommunications Organisation’s Digital Excellence Awards 2026 for achievements in startup incubation, digital public services, and spectrum governance.
On the international front, Pakistan’s 2026 presidency of the Digital Cooperation Organization offers an opportunity to contribute to global discussions around responsible AI and inclusive digital development. The Pakistan Software Export Board welcomed Khawaja’s latest achievement, recognising her contribution to advancing Pakistan’s technology ambitions.
The distinction arrives at a pivotal moment for the country. With expanding IT exports, improving connectivity, and growing international engagement, Pakistan has several opportunities to build a more competitive digital economy. The next test will be converting these gains into sustainable investment, stronger digital services, and meaningful opportunities for businesses and citizens alike.
