
Government approves an app-based fuel quota system to manage supply. Subsidies will target two- and three-wheelers through controlled distribution.
A high-level meeting led by the Oil and Gas Regulatory Authority (OGRA) has approved a digital framework to distribute petrol through a quota-based system, aimed at managing limited fuel supplies.
Officials from the IT, finance, and petroleum divisions participated in the discussions, agreeing on an app-driven mechanism to regulate access to subsidised fuel. The system will assign quotas based on vehicle registration and CNIC details, allowing users to generate digital vouchers for fuel purchases.
Subsidies will primarily target two- and three-wheelers, with possible inclusion of small-engine vehicles, while most four-wheelers may be excluded. Retail stations will use dedicated dispensers for subsidised fuel and validate transactions through a separate application.
Authorities said Rs69 billion has already been spent on fuel subsidies in recent weeks, with the new model shifting toward direct, targeted support for lower-income users.
To enable implementation, outlets will be required to deploy at least two devices for system operations, while Oil Marketing Companies must submit focal person details for coordination. The Ministry of IT will provide technical support and training materials.
The system is being fast-tracked as the government works to stabilise fuel availability amid ongoing supply challenges.
