PVARA Chairman Bilal Bin Saqib shares insights from Hong Kong with Finance Minister Aurangzeb, highlighting blockchain, tokenization, and global practices for Pakistan’s digital finance ecosystem.
Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), Bilal Bin Saqib, met with Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, to share insights from his recent visit to Hong Kong. The meeting focused on emerging opportunities in the digital finance ecosystem and the potential application of blockchain and tokenization technologies in Pakistan’s financial markets.
During the briefing, Saqib highlighted his engagements with key Hong Kong institutions, including the Financial Services and the Treasury Bureau, the Hong Kong Monetary Authority, and the Securities and Futures Commission. Discussions centered on knowledge-sharing, international best practices, and successful use cases that could be adapted to Pakistan’s evolving virtual assets framework.
The dialogue covered a wide range of topics, from digital financial infrastructure and compliance frameworks to stablecoins and tokenized financial products. Saqib emphasized the relevance of Hong Kong’s experience in building a secure and innovative digital finance environment, noting that Pakistan could benefit from similar approaches to strengthen its regulatory and institutional capacity.
Aurangzeb welcomed the briefing and underscored the importance of developing a responsible and transparent digital assets ecosystem. He stressed that innovation must be balanced with safeguards to protect investors and ensure financial stability. The Finance Minister also commended PVARA’s efforts to engage with international policymakers, saying such exchanges are vital for identifying practical use cases that can contribute to Pakistan’s digital financial future.
The meeting reflects Pakistan’s growing interest in positioning itself within the global digital finance landscape. With the Virtual Assets Act, 2026 already laying the groundwork for regulation, PVARA’s international outreach is seen as a step toward integrating global standards and practices.
By drawing on Hong Kong’s expertise, Pakistan aims to accelerate the development of its virtual assets ecosystem, enhance compliance mechanisms, and explore innovative financial products. The collaboration could pave the way for institutional cooperation and knowledge transfer, strengthening Pakistan’s ability to manage risks while fostering innovation in digital finance.
