

Pakistan’s telecom sector recorded strong revenue, subscriber and investment growth over two years.
Pakistan’s telecom industry posted broad-based growth between 2022-23 and 2024-25, with total revenues climbing to Rs 1,075 billion, according to a written response submitted to the Senate by the Cabinet Division.
Broadband penetration rose from 53.6 percent to 60.6 percent, while total broadband subscriptions increased 18.1 percent to 150 million. The expansion was largely fuelled by a 26.4 percent jump in 4G users, reaching 141.4 million. Mobile subscribers also grew 3.6 percent to 197.8 million.
Data usage recorded a sharp rise of 30.4 percent, reflecting increasing reliance on digital services nationwide. Network capacity improved as operational cell sites expanded 9 percent to 58,423, strengthening coverage in both urban and rural regions.
Financial indicators also showed improvement. Sector revenues increased 31.6 percent, investment rose 8.8 percent, and foreign direct investment inflows surged 67.2 percent. Average revenue per user climbed to Rs 306 per month, while total contributions to the national exchequer reached Rs 402 billion.
The Pakistan Telecommunication Authority continues to oversee licensing, spectrum allocation, consumer protection and compliance, while supporting infrastructure modernisation. Local mobile device assembly more than doubled during the period, signalling progress in domestic manufacturing.
