The Wireless & Internet Service Providers Association of Pakistan has submitted crucial recommendations to Pakistan Telecommunication Authority (PTA), advocating for a modernized and technology-neutral Local Loop (LL) Licensing Regime.
Their goal is to create a regulatory framework that fosters broadband expansion, innovation, and fair competition. In response to PTA’s Consultation Paper on Local Loop Licensing, WISPAP has urged the removal of outdated mandatory voice service requirements for LL licensees. Instead, they propose introducing an ISP-only Local Loop license, which would accelerate the deployment of high-speed internet across the country.
The Chairman of WISPAP emphasized the importance of adapting to global best practices, pointing out that regulators in countries like the UK, India, and Australia have already embraced technology-neutral licensing. He stressed that Pakistan must follow suit to ensure a competitive digital economy.
WISPAP’s recommendations include allowing broadband-only services, enabling modern technologies such as VoIP and cloud-based networks, ensuring fair numbering resource allocation, and protecting smaller ISPs from anti-competitive practices. The association believes that a forward-thinking regulatory approach will attract both local and foreign investment, ultimately benefiting businesses and consumers by enhancing connectivity, particularly in underserved areas.
