Pakistan Telecommunication Authority (PTA) has put together a framework a Mobile Virtual Network Operator (MVNO) as a way for companies to offer mobile services without owning the actual network but instead renting it from existing providers and running their own brand.

The framework includes 15-year licenses for small companies at a lowered cost of $140,000. MVNOs will operate under Mobile Network Operators (MNO), which will handle regulatory fees based on combined revenues, while MVNOs pay numbering charges. However they cannot install network equipment such as radio etc but must ensure high-quality, uninterrupted service.

The Idea is to create new participation, encourage competition, and potentially bring in investment. The plan is now awaiting the IT Ministery’s approval.

It’s success can push more companies in the market to improve service quality and also result in new, more tailored mobile plans, and niche services with attractive costs for consumers.
