
More than one million Pakistani civil servants will receive AI training by 2028 under a new GovAI programme launched by Pakistan Digital Authority and United Nations University.
Pakistan Digital Authority and United Nations University have signed a Memorandum of Understanding to launch Project GovAI, an artificial intelligence training initiative for civil and public servants across Pakistan.
The agreement was signed during Indus AI Week 2026. Under the plan, a digital micro learning and upskilling programme will train more than one million civil servants by 2028. The initiative will be led by the United Nations University Operating Unit on Policy Driven Electronic Governance, with support from several other UNU institutes.
GovAI is part of the Pakistan Digital Authority’s five year Digital Master Plan, which focuses on improving the skills needed to deliver modern and reliable digital public services.
The MoU includes a discovery and testing phase to evaluate course design, platform structure, and pilot training. This phase will end with a roadmap and sustainability model for national rollout.
IT Minister Shaza Fatima Khawaja said the partnership would help make public services faster, simpler, and fairer. PDA Vice Chairperson Mohammad J Sear stressed the need to equip civil servants with practical AI and governance skills.
Officials said the project could later evolve into a reusable digital public good, with training models that other governments could also adopt.
