                      China Proposes Global Body to Govern AI

                      Chinese President Xi Jinping has proposed the creation of a World Artificial Intelligence Cooperation Organisation to govern AI development and promote its use for public benefit. The proposal was presented at the APEC summit in South Korea, positioning China as a counterweight to US-led digital policies.

                      At the APEC – Asia-Pacific Economic Cooperation leaders’ summit in Gyeongju, Chinese President Xi Jinping called for a new global body to oversee artificial intelligence, marking China’s most direct effort yet to influence global AI governance.

                      Xi said the proposed World Artificial Intelligence Cooperation Organisation could set international rules and encourage collaboration, ensuring AI benefits all nations. The Chinese government suggested the headquarters could be located in Shanghai.

                      The APEC forum, which brings together 21 economies accounting for half of global trade, unfolded amid growing geopolitical and trade tensions. The United States has resisted attempts to regulate AI through multilateral institutions, instead favoring domestic frameworks and private sector leadership.

                      In contrast, Xi framed China’s approach as one promoting equitable access and cooperation. He also encouraged APEC members to support the open exchange of green technologies, from solar panels to electric vehicles, where China holds a dominant position.

                      The summit concluded with members signing agreements on AI cooperation and aging population challenges. China will host the next APEC summit in 2026 in Shenzhen, a major manufacturing hub that has evolved into one of the country’s leading technology centers.
