
Pakistan’s fixed satellite services licensing framework is in its final stages and headed to Cabinet soon, with SpaceX, OneWeb, and others already expressing interest in the market.
Pakistan is on the verge of opening its skies to commercial satellite internet.
Federal Minister for IT and Telecom Shaza Fatima Khawaja informed the Senate in a written report that the country’s fixed satellite services licensing framework has entered its final stages and is expected to be presented before the Cabinet shortly, marking a turning point for connectivity in the country’s most underserved regions.
The framework, once approved, will make satellite broadband and bandwidth services commercially available in Pakistan.
Its most significant promise lies not in urban centres already served by fibre and 4G infrastructure, but in the remote and less-connected areas where conventional broadband has consistently failed to reach; regions spanning Balochistan’s highlands, Gilgit-Baltistan’s mountain valleys, and Pakistan’s vast rural interior.
The global appetite for Pakistan’s satellite internet market is already evident. SpaceX, OneWeb, Shanghai Spacecom Satellite Technology, and Sateliot are among the international operators that have formally expressed interest in entering Pakistan.
Starlink, SpaceX’s consumer satellite internet service, has already taken a concrete step by registering with the Securities and Exchange Commission of Pakistan (SECP), signalling readiness to launch commercially the moment the regulatory framework is in place.
The regulatory architecture for satellite communications in Pakistan sits within the National Space Policy framework.
The Ministry of IT and Telecom has confirmed that consultation with the Pakistan Space Activities Regulatory Board (SPARB) is currently under way on draft Satellite Communications Regulations, a parallel process intended to govern the broader space communications ecosystem alongside the licensing framework.
Minister Shaza Fatima also disclosed in her Senate report that telecom companies received 39 notices over the past five years for regulatory violations, with fines totalling Rs68.9 million imposed, of which Rs13.6 million has been recovered; figures that underscore the importance of a robust enforcement mechanism accompanying any new licensing regime.
The satellite internet push arrives as Pakistan simultaneously advances its MVNO licensing framework, deploys AI diagnostics across 1,110 hospitals, and inaugurates its first sovereign cloud data centre; a cluster of moves that together suggest a government in an unusually coordinated phase of digital infrastructure development.
For the estimated 50 to 60 million Pakistanis living in areas with inadequate or no internet access, the Cabinet’s approval of the satellite framework could represent the most consequential connectivity milestone in years. The question now is not whether satellite internet is coming to Pakistan; it is how soon after the Cabinet signs off that the first dish points to the sky.
